Medicaid for a child with a disability in Georgia

There are four common doors into Georgia Medicaid for a child with a disability or special health care needs, and which one fits depends mostly on your household income. Here is how they compare, in plain language.

Why the door matters

For a child with complex needs, Georgia Medicaid is more than a card for doctor visits. It is what pays for in-home nursing through the Georgia Pediatric Program, GAPP, and a child needs active Georgia Medicaid before any GAPP nursing can start. Families often stop at the first "no" on income without knowing there are other doors.

The four doors

Regular children's MedicaidBased on your household's income and size. Apply through Georgia Gateway at gateway.ga.gov or at your local DFCS office. If your income is under the limit, this is the simplest route.
SSI, with Medicaid attachedIf Social Security approves your child for SSI, Georgia Medicaid comes with it automatically, and no separate Medicaid application is needed. The catch: SSI counts part of the parents' income for a child living at home, so many working families do not qualify. Apply through Social Security at ssa.gov or 1-800-772-1213.
Katie BeckettIgnores parents' income entirely and looks at the child's medical needs, for children 18 and under who need the kind of care a hospital or nursing facility provides but can be cared for safely at home. Your family applies to the state. How Katie Beckett works.
PeachCare for KidsHealth coverage for children in families above the Medicaid income limit. It is good coverage, but it is not Medicaid, and a child enrolled in PeachCare is not eligible for GAPP nursing. Read this before you enroll.

CareSource, Amerigroup and Peach State

If your child's card says one of these names, your child has regular Georgia Medicaid through a care management plan. That is still Medicaid, and your child can still get GAPP nursing. There is one extra step, which we explain in the PeachCare guide.

Do you need a diagnosis?

Not a particular one. Medicaid eligibility turns on income, SSI status or level of care depending on the door, and GAPP approval turns on how much hands-on skilled care your child needs each day, documented by a physician. A clear, detailed letter from your child's doctor does more than any single diagnosis.

Planning for 18 and 21

Katie Beckett in Georgia is for children 18 and under, and GAPP ends at 21. Georgia's GAPP manual asks families to start on adult programs at least six months to a year before a child ages out. The adult programs it points to include the NOW and COMP waivers for developmental disabilities and the Independent Care Waiver Program for physical disabilities. Start early: none of them is automatic.

Can my child have private insurance and Medicaid at the same time?

Yes. Medicaid is the payer of last resort, so the private plan is billed first and Medicaid can cover what it does not, for services Medicaid covers. Tell every provider about both.

Where do we apply for Medicaid in Georgia?
